The following laws were adopted with consideration of proposals by the President of Ukraine:
"On Administrative Services"
The law determines legal principles of realization of rights and interests of natural persons and legal entities in the sphere of administrative services provision.
People?s deputies supported a number of proposals of the President of Ukraine.
The respective bill was registered under No. 9435.
"On State Lotteries in Ukraine"
The law determines main principles of legal regulation of conducting lotteries. The law stipulates that lotteries shall be a state monopoly in Ukraine; any lotteries except state lotteries that are held by operators who have obtained the right for them according to the procedure determined by the law shall be prohibited. The law contains financial and economic, organizational, and other requirements to lottery operators.
The President of Ukraine proposed eliminating contradictions of the law with budgetary legislation and bringing its provisions into conformance with the laws "On Licensing Certain Types of Economic Activity", "On Central Executive Bodies", "On Main Principles of State Supervision (Control) in Economic Activity" and "On Permit System in Economic Activity".
The respective bill was registered under No. 8652.
The following laws were adopted in entirety:
"To Amend Several Legislative Acts of Ukraine to Delineate the State-Owned and Municipal Lands"
The document determines that the target purpose of especially valuable lands can be changed only for construction of the objects of national significance, roads, power transmission and communication lines, pipelines, drainage and irrigation canals, geodetic points, housing, social-cultural facilities, oil and gas wells, and industrial facilities.
Under the law, attribution of especially valuable lands to state or municipal ownership, determined in clauses "а" and "б" of part one of article 150 of the Code, to lands of other categories shall be done upon agreement of the Verkhovna Rada.
The Law determines also that transfer of state-owned land plots into municipal ownership or vice versa is performed under the decisions of respective executive bodies or local self-government bodies.

"To amend the Law "On the State Budget of Ukraine for 2012" regarding introduction of changes into the title of budgetary program"
The legislative proposal aims at technical re-equipment of state mining enterprises.
The bill (Reg. No. 11093) stipulates that the title of the state program "State support of building coal and peat extraction companies, technical re-equipment of these companies, including by cheapening and settling the loans" under the code 1101200 indicated in appendix 3 to the Law "On the State Budget of Ukraine for 2012" shall be supplemented with words "as well as financing the program to renovate ore mining equipment."
"On Location, Designing and Construction of Power Generating Units No. 3 and 4 at the Khmelnytskyi Nuclear Power Plant"
The law determines that power generating units No. 3 and 4 of the Khmelnytskyi Nuclear Power Plant shall be located on industrial site of a separate division "Kmelnyskyi NPP" of the state enterprise "National Nuclear Energy Generating Company "Enerhoatom" situated on the lands of the energy system that adjoin the lands of Netishyn town; these shall be two energy generating units of the same type with electric capacity of 1000MW.

"On certain issues of debts of the military-industrial complex enterprises - participants of the State Group of Companies "Ukroboronprom" and provision of their sustainable development"
The legislative act determines economic measures to be taken to solve the problem of indebtedness and ensure sustainable development of the national military-industrial complex, including budget-supported enterprises of the "Ukroborronprom" Concern.

"To amend several laws of Ukraine" (re financial services market)
To increase operational independence and strengthen institutional capacity of state collegiate authorities performing state regulation of financial services market, the law abolishes the necessity of preliminary approval of a part of draft regulatory acts in the sphere by a specially authorized executive body for state regulatory policy, and specifies the terms of publishing the abovementioned acts. The law amends the laws "On State Regulation of Securities Market in Ukraine", "On Financial Services and State Regulation of the Financial Services Market" and "On the Principles of the State Regulatory Policy in Economic Activity".
The law stipulates that regulatory acts of the National Commission on Securities and Stock Market shall be registered by the Ministry of Justice of Ukraine.

"To amend chapter XX "Transitional Provisions" of the Tax Code of Ukraine regarding peculiarities of taxation of economic agents implementing investment projects in priority branches of economy"
Under the law, the income tax rate for economic agents implementing investment projects in priority branches of economy shall be 0 percent since January 1, 2013, and 8 percent in the period from January 1, 2018 to December 31, 2022.
The respective bill, which was specified in the process of discussion, was registered under No. 11028.
"To amend clause 4 of chapter XXI "Final and Transitional Provisions" of the Customs Code of Ukraine regarding peculiarities of taxation of economic agents implementing investment projects in priority branches of economy"
The law supplements clause 4 of chapter XXI "Final and Transitional Provisions" of the Customs Code of Ukraine by sub-clause 9 stipulating that: by January 1, 2018 the equipment and components to them (except excisable goods) that are not produced and have no analogues in Ukraine, were not used and are imported to the customs territory of Ukraine by economic agents implementing investment projects in priority branches of economy, are approved under the Law of Ukraine "To stimulate investment activity in priority branches of economy to create new jobs" for the purposes of own production connected with implementation of such investment projects.

"To carry out an economical experiment regarding state support of shipbuilding industry"
The law is aimed at improving financial situation of the shipbuilding enterprises, to prevent their bankruptcy etc.
It is suggested to introduce an economic experiment till 2018 in shipbuilding industry of Ukraine to create conditions for effective use of industrial, scientific and technical potential of shipbuilding companies and to improve their financial situation.
The law suggests abolishing the Laws "On state support of the shipbuilding industry of Ukraine", "On measures of state support for the shipbuilding industry in Ukraine" and to amend several other legislative acts.

"To Amend the Law "On Notariat" (re state regulation of notarial activities)
The law proposes to amend the law "On Notariat" to improve the access to notarial activities as well as the access of citizens to notarial service.
The respective bill was registered under No.10364.
"On Principles of Preventing Discrimination in Ukraine"
Under the law, discrimination is a decision, acts or omissions aimed at limiting or granting privileges to a certain person or a group of persons on grounds of their race, skin color, political, religious and other beliefs, sex, age, ethnic and social origin, marital status, place of residence, language or other reasons if they make recognition and exercise of equal rights and liberties of a human and a citizen impossible.
The law recognizes direct and indirect discrimination, incitement to discrimination and harassment.
The subjects endowed with powers to prevent and fight discrimination shall be the Verkhovna Rada, the Human Rights Commissioner of the Verkhovna Rada, the Cabinet of Ministers and other governmental bodies, governing institutions of the Autonomous Republic of Crimea, local self-government authorities and non-governmental organizations.

"To amend article 16 of the Law of Ukraine "On State Registration of substantive rights to real estate and their burdening"
The law is aimed at simplifying the procedure of state registration of the property right to a dwelling house, building or construction with simultaneous acquisition of substantive rights to the land plot of their location.
The respective bill was registered under No. 10577.
"To Stimulate Investment Activity in the Priority Branches of Economy to Create New Jobs"
The law suggests determining the basis of state policy in the sphere of investment for 2013 - 2032 to stimulate investment into the priority branches of economy.
The document aims at creating conditions to activate investment activity by concentrating state resources on priority trends of economic development to create new jobs and focus on region development.
According to the law, "the Constitution of Ukraine, the Law of Ukraine "On Investment Activity", "On the Regime of Foreign Investment" as well as other normative acts regulating relations in this sphere are the legal basis to stimulate investment activity".
The document is to determine the powers of the Council of Ministers of the Autonomous Republic of Crimea as well as regional, Kyiv and Sevastopol city state administrations regarding stimulating of investment activity in the priority branches of economy.
The respective bill was registered under No. 11026.
